This website enables the opportunity to provide your comments on a new emerging residential development proposal at Land East of the Cotswold Business Village, South of London Road, Moreton-in-Marsh.
The residential proposal is being developed by Bloor Homes, and is for the construction of up to 195 new homes, vehicular access from London Road, new public open space together with associated green infrastructure and Active Travel measures along London Road.
The following sections of the website set out the initial details of the emerging proposals, along with a Feedback Survey in the final section.
Bloor Homes is also currently in pre-application consultation with Cotswold District Council, and Gloucestershire County Council. Subject to the outcome of the pre-application consultation process, Bloor Homes anticipate submitting an outline planning application in Spring 2025.

The Vision of the proposal is to create a sustainable extension to Moreton-in-Marsh which respects and enhances the character of the local area whilst delivering new Active Travel measures along London Road.
Designed to respond to the challenges of the climate emergency by embracing sustainable design and connecting people with nature. The development will provide a mix of homes of various types and tenures to meet the local need, and new green infrastructure to promote a healthy and active community.
The proposal applies a vision-led approach to the provision of accessible sustainable transport options for new and existing residents. The new Active Travel measures proposed prioritise pedestrian and cycle movements along London Road, providing safe access to existing facilities along the High Street and Railway Station. The proposal includes a new bus stop at the entrance to the proposal, providing residents with access to the existing bus service within an acceptable walking distance.
Site Overview
The site, as indicated on the site location plan, comprises an irregular shaped field and measures approximate 25.8 acres. The site is bound by existing trees and hedgerows along the north, south and west boundaries. The north east boundary adjoins a single dwelling, with a watercourse along the eastern boundary.
The site is situated to the east of the town of Moreton-in-Marsh, directly adjacent to Cotswold Business village to the west, London Road and the Fire Service College to the north, a single dwelling to the north east, agricultural fields to the east and south, and waste water treatment plant to the south west.
Moreton-in-Marsh is a principal settlement in Cotswold District, and is widely regarded by many to be the main centre for north Cotswold, giving the key existing facilities including the North Cotswold Hospital, wide range of leisure services in the town centre and other employment opportunities. The town is home to one of the two railway stations within the District, which coupled with good bus links makes Moreton-in-Marsh one of the District's most accessible settlements.
Given the town's status, Bloor Homes consider the site to be in a highly sustainable location, and able to deliver a sustainable development with new public open space, new homes in the form of open market and affordable housing including First Homes to meet the local housing need and Active Travel measures.

The Proposal
The emerging indicative masterplan, shown on the link below, has been prepared in response to the site's constraints and opportunities and to reflect and interact with the local character of Moreton-in-Marsh.
With consideration to the constraints and opportunities, the area proposed for new homes is predominantly within the centre portion of the site. This enables, where possible, the existing hedgerows and boundary treatments to be retained and enhanced, particularly along the southern and eastern boundaries which back onto open fields.
A link to the emerging landscape proposal is provided below. The new areas of public open space (POS) are shown on this plan measure 12 acres over 45% of the entire site, and are located along the western, southern, and eastern boundaries. A new play area (Local Equipped Area for Play) is proposed within the western area of POS, along with a pocket park within the heart of the proposal. The POS is proposed to be linked with a series of new footpaths including a new trim trail.
Opportunities will be taken to enhance the native hedgerows and watercourse which are the features of most ecological value, ensuring that the proposal will deliver over 10% Biodiversity Net Gain (BNG) on site. In addition, all new homes will be fitted with either a bird or a bat box.
The proposal is for the delivery of up to 195 new homes. The new homes will include a mixture of 2, 3, 4 & 5 bedroom open market and affordable housing. A minimum of 40% affordable housing will be provided (up to 78 homes), which will be a mixture of rented, shared ownership and First Homes.
Vehicular access into the site will be from the London Road including a new bus stop. A key part of the proposals are Active Travel measures, promoting walking and cycling along the London Road for both new and existing residents, providing an alternative means to private cars to access the key existing facilities in the town centre, and railway station. These are discussed in more detail below.
At this stage the masterplan and landscape masterplan are indicative and the thoughts of the local community on the suggested land use arrangements are welcomed.
Active Travel
A key focus for the proposal is to provide new Active Travel Measures, promoting walking and cycling along A44 London Road.
Moreton-in-Marsh is a principal settlement in Cotswold District, and is widely regarded by many to be the main centre for north Cotswold, given the key existing facilities including the North Cotswold Hospital, wide range of leisure services in the town centre and other employment opportunities. The town is home to one of the two railway stations within the District, which coupled with good bus links makes Moreton-in-Marsh one of the District's most accessible settlements.
In addition, it is proposed to provide a bus stop within the site, for the 801 service which runs through Moreton-in-Marsh between Chipping Norton and Cheltenham.

Technical and supporting work has, and will continue to be undertaken to inform and influence the emerging proposal.
Sustainable Homes
Bloor Homes is committed to ensuring that all its developments accord with the latest regulation requirements to provide a high-quality sustainable design. Bloor Homes will incorporate measures to reduce the carbon footprint of the development through sustainable construction measures, including:
- Improved energy efficiency through careful building siting, design and orientation
- PV (Photo Voltaics)
- Sustainable Drainage systems (SUDs)
- Fabric efficiency in the design of buildings
- Use of building materials capable of being recycled
- An element of construction waste reduction and recycling
- Lighting controls
- Electric vehicle charging, and
- Reduction in water usage
Bio diversity Net Gain
Based on the emerging Landscape Masterplan, the scheme will exceed the 10% biodiversity requirement onsite. This net gain achieved through the creation of new wildflower meadows, woodland planting, and native shrub planting.
Sustainable Drainage Systems
According to the Environment Agency's Flood Map for Planning the site is located entirely within Flood Zone 1 (land at a low probability of river flooding). A small watercourse is present on the eastern boundary of the site, and a bespoke hydraulic model of this will be prepared to provide a definitive floodplain outline through the site. The layout will be arranged to avoid the floodplain. This will not only ensure that the development is at a low risk of flooding, but it will also prevent any detrimental displacement of the floodplain which could otherwise affect downstream flood risk.
Surface water runoff from the existing site is currently drained via informal overland flow into the watercourse located on the eastern boundary. The development proposes to mimic this arrangement by continuing to outfall to the watercourse. The discharge rate from the development will be restricted to the equivalent annual average greenfield (pre-development) runoff rate, so that the peak flow leaving the site is not increased above the existing. The excess surface water runoff will be stored within an above ground Sustainable Drainage System (SUDS) basin or pond until it is discharged. In accordance with best practise and guidance the SuDS will be sized to accommodate the 1 in 100-year storm with additional capacity provided to accommodate future climate change and potential urban creep. The SuDS will offer amenity and biodiversity benefits, as well as providing treatment to the runoff from the development, helping to protect downstream water quality.
Foul water will be drained separately to surface water and will most likely be directed to the adjacent wastewater treatment works. The developer will work with the sewerage undertaker to confirm the most appropriate point of connection and ensure that any necessary reinforcements are implemented prior to occupation.
Transport Assessment
A Transport Assessment (TA) and Residential Travel Plan (RTP) have been produced in support of the planning application, to address the highways and transportation matters. These documents, supported by supplementary technical documents, have been prepared in accordance with prevailing national guidance. The TA reviews the site location, existing local highway conditions, national and local planning policy and/ guidance, the site's permeability via sustainable modes of travel, details of the development proposal, the forecast trip generation of the development proposal, and the associated 'impact' on the local highway network and identifies any necessary mitigation to make the development acceptable in planning terms. Whilst the RTP features a review of the site location and the site's permeability via sustainable modes of travel, in addition to detailing mechanisms and initiatives to encourage an increased uptake in sustainable travel to / from the site, thus minimising car travel and impacts of the development on the local highway network.
In terms of the traffic impact of the development proposal, a 'vision-led' decide & provide assessment has been undertaken. This accounts for numerous realistic and reasonable future scenarios and demonstrates how different interventions / measures will ultimately impact the extent of active travel and modal shift away from private car journeys when travelling between the site and surrounding area, principally the centre of Moreton-in-Marsh. Informed by several traffic surveys, census data analysis, and traffic modelling software, this comprehensive assessment indicates that the significant off-site improvements to active travel infrastructure along London Road and local public transport services / facilities shall result in less reliance on private car journeys. It is considered that these improvements to the public realm will mutually benefit existing and future residents of Moreton-in-Marsh.
Additional Technical Matters
Further technical assessment work relating to Landscape, Arboriculture, Noise, Heritage, Ecology and Air Quality is being undertaken. A comprehensive suite of technical documents will accompany the formal planning application.
